Self-regulation

Pursuant to Article 14 of the Law of Georgia on Broadcasting and the Code of Conduct of Broadcasters adopted by the Georgian National Communication Commission (GNCC) in 2009, broadcasters are obliged to establish an efficient complains mechanism for considering customers’ complaints.

If  a broadcaster breaches the Code of Conduct, apply to us through filling out a provided questionnaire and the Media Development Foundation, MDF will present your complaint in a broadcaster's self-regulation body.

Response to the LEPL Anti-Corruption Bureau’s Letter No. 00009923 dated 18 June 2025 

In response to your letter No. 00009923 dated 18 June 2025, regarding the request for information from the NNLE Media Development Foundation (hereinafter: the Foundation), commercial banks, and the Revenue Service of the Ministry of Finance of Georgia, covering the period from 1 January 2024 to 10 June 2025, we would like to inform you of the following:

Information about the activities, funding, and team of the Media Development Foundation is publicly available on our official website: www.mdfgeorgia.ge. In line with our commitment to public accountability, we share with you the following links containing this information:

Regarding Personal Data of Individuals in Our Records: We want to inform you that as an organization working on human rights, we are obligated to uphold both domestic legal standards and international legal principles that guarantee the confidentiality of personal data — including the privacy of journalists, students, pupils, teachers, lawyers, and other sensitive categories.

Apart from our staff and partners, the information you have requested also pertains to individuals involved in educational activities conducted by the organization, including minors. Transmitting such personal data and other information relating to the private and family life of these individuals to your Bureau would constitute a gross violation of Article 15 of the Constitution of Georgia, national legislation on personal data protection, the Criminal Procedure Code, and various other norms that protect the inviolability of private and family life, the confidentiality of personal data, and the attorney-client privilege.

Furthermore, we firmly believe that the "Foreign Agents Registration Act” and any other legislation that labels civic associations with stigmatizing and offensive terms, undermines the right of privacy of those working within or associated with them, and aims to hinder the operations of independent media and civil society, are in violation of the Constitution of Georgia and international human rights law.

For this reason, we legally challenged a similar legislation (the so-called "Russian law" – the Law on Transparency of Foreign Influence) as early as 2024 in both the Constitutional Court of Georgia and the European Court of Human Rights. Similarly, we have challenged the "Foreign Agents Registration Act” in the Constitutional Court and will also pursue an appeal at the European Court of Human Rights. We will continue to use every legal avenue to contest any law that aims to restrict the civil rights and freedoms of the citizens of Georgia.
